  Unfortunately Keith, and I speak from experience, most councillors, quite understandably, do not have the knowledge, expertise, experience, education etc - and in many case intelligence - to understand which of their 'wishes' are actually attainable.
  
  Some do manage and master their 'brief' over time. They are very much the exceptions.
  
  Others just take the money and run, and in spite of being the Portfolio Holder for 'Whatever' know damn all about 'whatever' and especially legislation pertaining to it, happy to read out statements or send out press releases prepared by others about things the do not understand.
  
  Having spent over two decades in the Home Office I can assure you that the same goes for MPs and their relationship with Civil Servants.
