I am frankly shocked at paragraphs 12 and 13 of their attachment - the need for new Transit Offices of Departure/Destination and Authorised Consignors/ees so that goods can undergo customs formalities away from the border and ideally at traders' premises. If the RHA is correct in saying we're still reliant on the FSA and Stop 24 (plus Manston) and if importers/exporters (particularly the vocal supermarkets and automotive companies) have yet to be approved, then someone needs a huge kick up the bum - and preferably before lunchtime. This is not rocket science.
