    That is prima facie genuinely good news and WTO is not my strong point. DDC, as an enforcement agency, needs to get to the definitive situation regarding inbound freight, as clearly its officers have a different interpretation (which is the same as what I'm hearing) - so the stage is yours! Ports both sides of the Channel would love to hear that their fears are groundless.

    I can say that 'pre–arrival processing of documents' is not what happens currently, unless one is talking post-911 security declarations, and doesn't really gel with physical inspections by various agencies despite completion of the EU Single Market in 1993.
