    PatrickS: interesting drafting to be sure, but I don't necessarily agree with your analysis of it. Option 1 (to avoiding a "hard" ILB): intend to come up with something as part of some UK:EU relationship. Option 2: propose something else to someone. Option 3: go along with THOSE EU rules... WHICH...

    And not all of them do. Even if UK import processes do not require infrastructure on the ILB (for the lack of which there is precedent), EU export processes certainly do - and similarly for Calais etc. Oops. Answer: Common Transit Convention - recognised by the EU's Union Customs Code, but not an EU institution.
