Carriers are a different matter and can mess me around as much as they like (+ can be leant upon by various 'departments' to take and pass on my details)
e.g. Ryan Air require a Passport to fly UK-Eire, other carriers happy with Driving License.
e.g. DHB can not refuse to transport live exports through port, P&O can and do refuse to carry them.
