    The article mentions falling passenger numbers prior to privatisation and rising numbers afterwards. Fairly easy to explain as rising car ownership meant that many of us drove to work but as time went on traffic got worse and parking spaces rarer plus of course the London congestion charge which sent many people back onto trains.
