  In response to Bob's link I have personal experience of the county system. In the early 80s I stopped at a pub on the outskirts of Woodford in order to use their phone and noticed that all the customers were large chaps wearing suits too small for themselves. Upon making enquiries later it transpired that the pub was outside the boundary of the Metropolitan police where most hailed from and the Essex version had no interest in them as they had not transgressed on their manor.
  
  
  Having said that Jan is right that boots on the ground do more to prevent crime than intelligence based policing which only activates after the event.
