It'll need a vote. And that means there should be a parliamentary challenge from anyone in the HoC with (metaphorical) balls and an independent mind (which leaves N. Elphicke and her bland Blairite accomplices out), and not totally in thrall to a state which is collecting power like a dunghill collects dung. Alas, there are only a few Conservative MPs who are actually conservative and will vote against it, and the official 'opposition' will either sit on the fence or go with the government (since it will be happy to have such powers itself if it ever gets to form a government).

The main challenge will come from outside parliament.
