    Keith, you've got to remember that the smaller the figures the greater any change will be in percentage terms.

    While the latest figure for Dover do indeed show a rise ( 04/05 Weekly cases per 100,000 people =18.6 UP 8.5 vs previous 7 days) there aren't 100,000 people in the district, so it will only take for example one family who feel ill deciding to get tested or not to make a 'large' difference.
