The infection rate in the older age groups had fallen hugely but rising in the younger age groups. Generally the older people are able to stay at home and not have to go to work.   You could be right Arthur but to take a cynical view perhaps the reasoning behind this may have been that, if the vaccine was faulty the oldies are deemed to be dispensable and so could be used as guinea pigs.
