    Bumped into an ex senior employee within the KCC Youth Service today and we were disussing the cuts in the Youth services. He said he was driving past one of the centres due to close(Linwood) and he was astonished to see the place was having new double glazing fitted to every window. If this is true then the actions of someone at KCC should be construed as criminally incompetent.
