  a) i remember the incident over the portakabin for the 5 a side fotballers total intransigence from the planning department. the police and public benefitted from when the kids were doing something productive.
  
  b) the voluntary sector is at full stretch now they are mostly made up of retired people and some long term unemployed. the retirement age is rising and the government's intention is to get everyone back to work. put that together and it means that the number of volunteers will fall.
