    The other thing is the 4.95% increase,the Goverment are expected to cap any Council who go for 5% or more and enforce the 5% limit on the Council,but if the Goverment said you will be capped at 8% you can bet the Council increase would be 7.95% If the Goverment said the limit is 2% then the Council would set the increase by 1.95% in other words the Council will work the figs out during the year by cutting here and adding here to make it fit to the £16 million.This is why I said that Budgets are strange things,yes you need some idea of what you are going to spend on what,but really they are general estimates not exact amounts but rough figs.Got it
