quite, read more like a wish list than anything else, concidering that the article was written by "the voice of yoof" many years ago, i would have expected better.

the only way posativly to stop the youth offending or reoffending is a 5 year national service stint with an aprentaship partnaship thrown in.

Peter, as JSP pointed out, the funding is there. Moreover the funding can and will be increased at the drop of hat; just as long as it is for prisons, whiz-bang 'employment' training and the hiring of consultants from zones where our present problems are as nothing by comparison.
And, dare I say, the vision is there also. It is perhaps the will that is as yet un-realised.
And, as for the 'person', "Cometh the hour..." and all that?

there are many youths that do good work throughout our communities and they get lost in all the anti youth stories.
but to get back to the story you are correct it is wrong to just ignore the problem of unemployment
