  police would have to stop every young looking driver and ask for i.d of all the car's occupants, not thought through in the slightest.

  We should do what happens in the USA. Make driving and road safety part of the National Curriculum.
  That it is a test like any other is where the problems lie, that it is an end in itself.
  It would be of great benefit to safer road driving if the following was also available to those who wish it...
