I had the same experience last month but the seagull could not move its legs, I suspect it had been hit by a car. It was still there when I got home from work in the baking sun so put it in a box and gave it some water and soggy bread which it lapped up! Phoned the RSPCA but if you have means to take it to the vet they will not come out for it. They said my nearest vets that except these birds (as they are protected) was the one near the tip at whitfiled.
Off I went poorly bird in box flapping away. The vets were very friendly but from the look on their face I have a feeling the poor bird is now no longer. At least he/she had a peaceful end can't stand to see them suffer.
