  But if there is no manufacturer making these small low-floor buses, you can't conjure them up out of the blue can you ?
  
  We all known there is a need, but there also must be a demand - from bus companies, local authorities and possibly County Councils from all over the country.
  
  A small bus with wheelchair access, will have very few seats; even the big buses have very few seats and with the end of the life for the normal small buses and no one shouting at the manufacturers to supply new small low-floor buses, something has to be done - at a high level.
