Somehow keeping in line with the discussion as it evolves:
we should acknowledge that firstly, the State could never take benefits away from people who are not bothered to work, or who drink or who take drugs. People cannot be left to simply die!
Secondly, the State, Central or Local, or any authorised organisation, can try to contact people who "are not bothered to work" and find out how to evoke their interest. This should not be done by approaching people with the appellative of "scroungers".
(Some on this Forum cannot write one phrase about people receiving benefits without inevitably bringing in the word "scroungers", while making haste to assure everyone they are not referring to all people on benefits).
Yes, yes, only referring to 99% of people on benefits, perhaps?? Who knows?
Thirdly, well, just wrote it as an appendix to the second paragraph:
Most people claiming benefits are not scroungers.
