    I don't think individual councillor votes are recorded unless there is a specific request for it on a particular vote but I might be wrong.

    Back to the main point, if a district or county council wants to raise the tax by 2% or more they have to hold a referendum, which would be costly in itself.

    At the town and parish meeting hosted by DDC in December it was explained that town and parish councils though are still 'sovereign' and can raise whatever precept they like but will need to justify it to the residents (neighbours they see every day!). As they could be capped in future they need to consider now whether they should raise the precept above 2% in order to build up reserves for increased responsibilities coming their way in future.
