  Because Government through to our local councils take so long to reach any decision the vast majority of projects are never really value for money.
  
  These bodies have an idea or plan, so get an adviser who comes up with a slightly different plan, so they take more advice at vast expense it then goes for consultation which means even more changes. Therefore years later nothing has been done but a lot of money has been spent and costs have shot up.
  
  Annoyingly all of us end up paying for this fiasco through our taxes.
