Instead, I saw they had almost completed the building of enormous apartment blocks.
DDC must have assumed the residents of these apartments will come from Tilmanstone and the London Fancy Box factory, where employment is in prevalence given to local people. Or did I get this wrong? No, I mean seasonal workers, not local.
