  We have a situation whereby the hired help in Kent Highways have commissioned a study, had a report written, allocated funding and presented the affected elected members with what almost amounted to a fait accompli. Doesn't sound much like teamwork to me. Sounds like officers getting too big for their boots- and probably desperate to spend funds allocated to that particular purpose before fiscal year end and before the pothole department gets its hands on the money.
