Could I personally thank John and anyone else who have highlighted this very serious issue.
Isn't it sad that people are now playing party politics and trying to political point score.
Does it realy matter if it was john or anyone else who raised the issue first, i understand nigel is on the way out, but realy this is playground stuff.

On the question of officers, let's get real on this,
the councils KCC/DDC has always been officer led, and that's unlikely to change under any administration.

If i were an officer as i told k tranter yesterday, i would do much the same, although i would lay much more blame(discreetly)on the cllrs lol.

Councillors supposedly set the policies and officers carry them out, of course in reality the officers are in the building all day, where as cllrs a few hours if your lucky some days.

so the officers do ther own thing and have dione for years, most officers laugh at the imput from cllrs and the small time committment.

Of course there is a debate about how to get cllrs more involved and be more part of decision making, but the cabinet system still supported by the tory administration allows 9 or ten people to make decisions(on toliets it showed only took one nigel to make that fiascio decision)_

many decisiions within planning are made by officers delegated powers.

anyone that doesnt believe the unelected officers run the council are living in cloud cuckoo land
