Just to clarify a comment from Bern above #97 - street furniture is anything on the public highway or footpath. It refers to such things as seats, phone boxes, bollards, litter bins, 'A' boards, planters, as well as commercial activity such as shops extending onto the footpath/road or table and chairs outside a pub or cafe.
All street furniture has to be agreed by the Highway Authorirty, in our case, Kent County Council, and in some cases Dover District Council, who issue the various licences and decide the planning applications taht are frequently needed especially with outside trading.
