you mention the past clean up, which had the same red tape, but you have to do things for the greater good.
if you have locals, agencies, all on board and taking part, you can turn the agument back on the council, and show them for what they are, but also that locals want to see a better priory area thus the clean up.
the council caved in and provided the lorry and sacks/gloves etc.
sometimes its also best to get local working officers who appreciate what is trying to be done rather than directors who dont have the same interest.
over the years i faced many such frustrations but with so many positive people around it was easier to embarrass the council and keep things moving.
of course the funniest one was the flowers that locals paid for and wanted to put on every lamp post on the folkestone road, the council tried every piece of health and safety legislation they could as a reason why it couldnt be done, but caved in and the flowers were in place
sometimes you can become frustrated so much so you look for alternatives which i have done myself.
in aycliffe we used to use the rec ground on a weekly basis but because the council would not budge on it;s view we had to find alternatives
before we used the rec ground it was used by drug users and im sure if not already it will go back that way.
we wanted to take over the lease of the ground, look after it and maintain it
and bring youth football from across kent to that ground, we did it without changing rooms for one season, but the league required changing rooms, and thus our moves to the planing dept who flatfly refused.
end result youth football was lost at that facility, youths lost out
we went to an alternative venue
in priory the footbsall pitch was used and i did get the grass cut and lines marked and goals sorted many times, but we began to get into heavy health and safety so again an alternatve site was found.
end result, priory/.aycliffe residents youth lost out
area became an eyesore
