    Howard, I think you are missing my point, just cut the grass and never mind filling in the forms. what the council do not know will not hurt them as you are not changing anything.

    Many years ago when we were in a council house there was a large expanse of scrub wasteland over the garden fence. We cleared a patch, fenced it and extended our garden, eventually the council found out and charged us a nominal rent for the land. Both parties were happy we had a large garden and the council had a rat free bit of cleared land, a couple of neighbours copied what we had done.
