    As I have mentioned, a thriving retail business near me recently closed it's doors (the doors are still closed) citing an 'unreasonable' hike in rent and an intransigent landlord who would not listen to reason.

    Such businesses, like all business and households, must make ends meet (for businesses this means make a profit). Many within the concerned but uninvolved public cry out for something to be done to increase the high street spend and this is certainly one of those 'ends' that wont meet, but what of the other end?
    The other end that does not seem just to wander off, but strides defiantly off, with no regard to any 'meeting' of ends or compromise of any sort. Why is it better for a landlord to have his premises stand empty?

    What would happen if a local authority was to raise the rates on empty retail premises?
