Yes Tom, Protect Shield is a fake anti-virus program that does a fake scan on your PC and prompts you to go to its website to purchase the software that will remove it. I Googled several sites like the one in your link which tell you exactly that - and then prompt you to buy software to remove it!
They are often passed on by forums based on Wordpress - anyone know if this one is?
I'm using the paid for version of AVG, often free anti-virus software isn't as good.
