Certainly as far as the non-liberals are concerned. [I use the word 'liberal' though I have no clear notion as to what liberal actually means. I get no sense of what it could mean with all the different uses to which the word is put]
The Victorians, that age of excellence that so many desire to return, had much the same difficulty with crime and punishment as we seem hell-bent to reinvent.
