  Without having a single vote cast for him Vic is a member of 4 different Parish Councils.
  
  He will be deciding on local taxes (parish precepts) and how to spend that money.
  
  So in 3 of the 4 parishes he will not be personally affected by any of the tax and spend decisions he makes.
