  This was part of a package that is hoped will boost the UK economy and does include spending on schools, housing and transport schemes. I think what they are trying to do is give more spending power to people, the VAT measures are also joined in this by a rise in state pension, child benefit etc. Time will tell if they've got it right, but the option to do nothing seems to me to be wholely inappropriate.
