  The only way to get real jobs is to encourage people to create or grow existing small and medium sized businesses - government has demonstrated time and again it cannot create jobs that are meaningful, productive and beneficial to the country. They should incentivise small businesses to grow and create jobs etc.
  
  They should also do things like set up jobs clubs that work with small businesses and local colleges to take people off benefits, pay them whilst training and fast track them once qualified into vacancies amongst the business members of the jobs club. This helps small business as they know what they are getting, have a hand in training them etc. It helps the state as it moves people off benefit into work and being productive etc. It helps the individual by weaning them off dependency and into the habit of work.
