They were separated because at one time (when they were combined) the forum was getting a little overrun with political threads, and a lot of people visit the site for local topics rather than politics.
You can combine them again in the
Forums page of Your Account and tick the relevant options for 'My Dover Forum' - this way everyone has the choice of separate or combined forums.
