    Tom, if I had it my way, a law would come out, unless there already is one, that would oblige the vandal to pay for the damage and thre cost of surveilance of the object, let's say for a period of 3 months.

    No money to pay up would imply being marched to work cleaning up litter and whatever, if necessary with the help of two guards: up at 6, a crashing bang on the door, 10 minutes to get out and to work!
