  I understand the meeting closed before time.in my experience if someone wants to make a statement it's easier to let them speak and they will.leave happier.I have attended these Neighbour hood meetings and found they were too stage managed.I went with the late Bryan Cope once and between us the public left very happy .We did not stick to red tape.
