Funnily enough I was thinking about this only today as at least 3 cars that I regularly see have been here at least 3 years and still have their overseas plates.

As said many times before if the rd tax was added to the cost of fuel then all would pay the more you use your car the more you pay as it is now very unfair on us the ones that pay,

At the moment though, the amount of car-tax you pay, depends on the carbon-emissions your car produces, or is perceived to produce, so that would have to change.
When I had my Volvo car-tax was £260 a year, the BMW was £95; the petrol consumption was around 25 mpg, the BM is around 50, so the running costs are much much cheaper - even servicing.
