    Being continually canvassed that Unitary is preferred option. I also know other Councils will press the button & rejoin should KCC i.e. Leader continue with his continuous lobbying Government , either as Leader of Kent or head of County Council's network. Playing the game doesn't always work whilst others use their own rules.
