another point is that he has been living in a hostel on the london road without anyone being aware of it.
in 32 months he will be out doing the same thanks to our justice system.

The picture says it all. You can build the wall and cap it beautifully, but if you ignore the underlying problems...soon cracks will appear.
For all that this fellow is 'educationally subnormal' he can find his way around all sorts of obstacles.

Would you wish your wives and daughters to be registered with the local authority as to their suitability as baby-sitters?
For all this fellow's history, his simple-mindedness and his evident guile is he likely to be the most serious licensee under the supervision of a resource-strapped and cash-strapped probation service? Shall all eyes or eyes sufficient be upon him on his release?
Can the time be far away when we are each required to carry an ID card and be compelled to use it to log-in to a PC/laptop? Or perhaps the Isle of Wight should become a permanent home for such as he?

having given this a bit of thought, if the judge is limited on the length of sentence could they then commit someone to a secure unit indefinitely?
seems to be the answer as i have never heard of one of these mending their ways.
another very important point, who else is in that hostel that could pose a serious danger to children/the general public?

To put this into a degree of perspective - I live less than 50 yards from the hostel in question and have never seen, heard or experienced any trouble from any of its residents.

For me the issue is not where he lived in the past it is the fact he is a potential danger to any child wherever he lives in the world upon his release from prison be it 20 months or 20 years.

we still don't know the type of individuals living in the bail hostel, i would think that the vast majority are more a nuisance to the public than a real danger.
the most dangerous would be no nuisance at all, not wanting to draw attention to themselves.
any families living close by will be mortified by this piece of news.
