    I agree it is a flawed system and that genuine people will lose out, some may even be "crushed". I don't have all the answers (who'd take any notice if I did ?) but fairness must be brought back and the differences between genuine and not-genuine people must be re-established.

    The Conservative administrations at County and DDC are doing their level best - on everything, but with one, sometimes both hands tied behind their backs, it's not easy for them.
