  Roger.
  We all agree about stopping the cheats but this is nothing to do with cheats and quite frankly it never has been in my opinion.
  This is about genuine honest people who are an easy target.
  
  We all must understand that savings have to be made, that is a fact.
  But why does it always and I mean always, have to be the vulnerable that gets kicked in gonads when they are already the ones that are suffering the most.
  
  All councils have been treated like a cash cow for too many years and this still exists today.
  Departments must stop wasting money for fear of losing their budgets; customs and practices that have been dragging down council finances for years, must be stopped.
  
  I don't profess to know all the answers but I do know that sooner or later the worm will turn. If these cuts continue, people will take to the streets and that would be a bloody disaster.
