    I saw the end of a news item about this on breakfast tv. I think someone being interviewed was saying that quite a bit of the non-payment could be down to people who can't afford to pay but haven't claimed benefits due to them which could help.

    So at this level of collection if the council could identify them, by a combination of them claiming benefits to enable them to pay and the allowances available to them reducing the amount due, the council could pay out more and collect less yet still have a better collection rate. Then the missing dosh would just be down to the deliberate evaders and 'administrative drift'.
