  I agree with John, but prefer to use the expression knee jerk politics as opposed to reactionary. There never appears to be a great deal of thought put into current proposed legislation or its consequences, hence the horrendous misuses. of the ill thought out Human Rights Act. In itself a well intentioned Act but when put into legislation not enough thought was given to its inevitable consequences which is strange when you consider the high proportion of MPs who were lawyers.
