Apart from making representations to central government, neither town, district or county councils have the slightest influence on the fate of publicly owned assets like the port. The port is therefore something of a red herring in local elections, apart from being a useful device whereby candidates can profess their loyalty to Dover by supporting a 400-year old constitution which has outlived its usefulness, at least in its present form.
