As for "Certain commanders", I think you must be referring to First World War types. There is no shortage of toop brass visiting Iraq or Afghanistan, and if you think they sit at home while TB, GB, DC et al visit the tropps then you are very much mistaken. But, it is rare from the Boer War onwards for Generals and Field Marshals to be "at the front line" as it were. That is because the nature of war and our view of it has changed over the centuries. So, where once it was hoped that the King would go on campaign and stuff the Frogs, again, that behaviour became too dangerous and so they were made to stay at home.
Nevertheless, we have many examples of our royal family seeing action as Prince's Andrew and Edward testify.
Finally, no nation "votes" for war. It would be a land of imbeciles where that practice happened. Sorry, I was forgetting Scotland!
