Could Labour and UKIP be heading towards an electoral pact with an agreement on an EU in/out referendum?

If they did, they'd have to do so before the next GE, though.
An in/out EU referendum could be the secret weapon to untold electoral victory, and currently there is one party that could play that card first, and it is one of the Coalition parties.
Could the Tories decide to make the move just prior to a General Election? For example, call an in/out referendum, and then call a General Election and ride the wave of triumph that an EU exit would carry?
