    I do not doubt that Peter, but this slipped slate is the same as the window cleaning, neither here nor there.
    This is about councils and other large employers (if there is even such a thing these days) if you had tens of blokes out every day doing ad hoc repairs from a ladder the chances of trouble increase greatly.
    The video talks of ONE council that has banned ladders,ONE council.
