  Roger, I have no confidence that a market is even close to what Dover needs to begin solving its many problems. The idea of a street market is just so dated, and, quite frankly, asking local shopkeepers to take stalls just shows how bereft of innovation and entrpeneurial spirit the town is.
  
  If our top planners and visionaries think a few grubby market stalls, effectively owned and run by outsiders, are going to change the economic outlook for Dover they are sadly misguided.
  
  So, to be perfectly honest, I think the idea is silly, to use your word. I never called it that.
