kent gets its fair share of criticism, nice to see a success story.
there are 4700 licence dodgers in our fair county beating the combined totals of east and west sussex and surrey.
there was no further breakdown but the medway towns were the most successful in their collective evasion.

one of two ways peter.
a) all shops have to inform the licencing authority of very t.v. set they sell, though anyone could collect one and give a dodgy address.
b) they must assume that every house has a t.v. so just subtract the number of licences from number of dwellings. some people watch via the internet thinking that they do not need a licence.

This issue struck me the other day when stock traders were shown watching Dave's speech at their desks. I know that students in halls of residence are chased for their 'donations', but I am not sure how much chasing goes on in the city.
