    Employers will always find a way of recouping money they are legally obliged to pay.

    Big employers after cheap unskilled labour will hire an overseas agency to recruit at the minimum wage in their country, closer to home many care workers who visit houses only get paid for the time spent in each house and not the travelling time between houses.
