    It seems to me to be part of that over arching governmental need to control everything inappropriately to the detriment of judgement and creativity. There must be safeguards - I wouldn't want to go back to a time when routine abuse, for example, of mental health patients was tolerated. But if we consider the Castelbecks and Southern Crosses, the hog-tying of health and social services in red tape and "targets" and the emphasis on box ticking over care has not reduced risks by that much. True we are more aware now, but there is far more hidden abuse out there than we would comfortably expect. The system, as you rightly say, has increased "checks" without driving up standards exponentially.
